Management in the Field of Innovative and Import-Substituting Cluster in the Modern Asian Economy

The governments of different countries, regardless of the level of economic growth, try to pursue a policy of macroeconomic management to achieve better economic performance, to increase the level of business activity, to optimize control system and, ultimately, to ensure a better quality of life for people. One of the methods of economic activity improvement is import substitution in an innovative format and well-established management in this area as the key to the successful functioning. The purpose of this study is to study the construction of management in the field of an innovative and import-substituting cluster in the modern Asian economy. The study used data from the World Bank's development indicators in econometric estimates. The authors were able to come to the conclusion that the properly built innovation management can help catalyze the process of industrialization of the economy in the studied countries, and in the short term, the consequences will be more similar, as shown by GMM, SGMM, and methods of the impulse response. For practical results, the techniques of Granger and Prebish-Singer were used to identify trade barriers and build a matrix of the effectiveness of import substitution. The study calculated the indicators of trade restrictions and economic growth in Asia, in the case of management import substitution. The authors believe that based on the results obtained, a new management system of import-substituting should be developed through innovative implementation, taking into account existing shortcomings. Since the development of this direction is necessary for the subsequent economic development of the country.
