Application of a Fuzzy TOPSIS Approach Based on Subjective and Objective Weights in the Container Terminals Risks Assessment

2013
Risk assessment in marine container terminals could help to reduce the damage and effectively control container terminal operators’ visible and invisible costs. Aimed to risks analysis in marine container terminals, the present research has been implemented by use of fuzzy TOPSIS method in two stages. The first stage by analysis of Accidents and incidents occurred database As well; brain storming cessions attended by experts from the mentioned marine container terminals were held during which 12 numbers of risks were identified. In the second stage identified risks according to the occurrence probability (occurrence frequency). Its effect measure on the process after the occurrence and its identity probability before the process is detected, have been prioritized by use of fuzzy TOPSIS method by integrating using subjective and objective weights. Considering the final achieved results, Collision of Crane Gantry Spreader with container and ship board, Collision of Rich Stacker with individuals in the container yard, Container fall duo to unlocked twist lock, Because of damage to the hanger of the gantry crane, the container locks fell down into the trailers, Poisoning Workers at Containers inspection have gained highest importance and priority. The obtained result from fuzzy TOPSIS method show that this method can be used as effective tool for Risk assessment in marine container terminals and seaports.
