AIR QUALITY ANALYSIS OF A MULTILEVEL COMPLEX INTERCHANGE: CASE STUDY USING THE IMPROVED TSC/EPA MODEL

This report describes a case study of an air quality analysis prepared by the U.S. Department of Transportation (DOT), Transportation Systems Center (TSC). The site analyzed was the proposed I-83/I-95 interchange in Baltimore, Maryland. This interchange is part of the 3-A System of highways in Baltimore, comprising several segments which have already been completed and other segments which are in various stages of approval. A description is given of the proposed interchange. Section 3 discusses TSC modifications to a highway air-pollution-dispersion model to analyze this interchange. In Section 4, the details of the air quality analysis for the years 1980 and 1995 are presented. Section 5 discusses additional air quality analyses of the site using maximum-seeking methods. Section 6 contains the summary and conclusions.
