The major objective of NCHRP 3-46, Capacity and Level of Service at Unsignalized Intersections, was to develop a new set of capacity and delay models for two-way (TWSC) and all-way (AWSC) stop controlled intersections. Data were collected at 79 TWSC intersections and 41 AWSC intersections throughout the United States, producing new values for critical gap, follow-up time, and saturation headway. These data, along with data for flow rates, delay, and intersection geometric effects, were used to calibrate the capacity and delay models which will now be integrated into a new version of chapter ten of the Highway Capacity Manual in 1997. This report, the second of two volumes describing the work completed for this project, documents the work completed for AWSC intersections.
