Relaciones internacionales y desempeño internacional subnacional: una oportunidad para revisar el concepto de actorness

International subnational performance is increasingly an objective of study of international relations. Different categories, characterizations and analytical perspectives have been developed to understand the multidimensional international action of local and regional governments, commonly known as paradiplomacy. The perspective of international actor focused on the definition criteria and the analysis of the characteristics and attributes to act internationally. Nevertheless, this approach not necessarily includes its performance capacity, relevance and impact on world politics, that means, its actorness. The objective of this article is to understand the concept of actorness in the paradiplomacy, particularly considering that it is a category used fundamentally to approach the performance of international organizations and the European Union. The concept and approaches of actorness will be analyzed in international studies to better understand the actorness of local and regional governments and the alternatives and challenges for decision-makers.
