It is unreasonable and anti-humane that Penal Law 360(1),doesn't separate prostitutes from whoremasters and give them the same penalty.Police has too strong power of punishing prostitute and whore-master,which is no under supervision by effective regimes.It is reasonable and lawful for whoremasters to enforce them the obligation to do safety-sexual-conduct.on the other hand,gradually to give them serious punishment.Because now China government has big difficulty in controlling prostitute and whoremaster,it is very humanity to give all prostitutes to treat them as victims,not the illegal,nor the ethics-condemned.Preventing sexual-illness should be based on understanding and sympathy and mainly rely on the-sexual-working's performance and collaboration.
