Procedimiento multicriterio en fases para la construcción de la visión territorial local. Aplicación en la localidad de Santa Eufemia, Córdoba, Argentina.

A multi-phased procedure (PMF) to help local governments build a vision of its territory is shown. The PMF, based on the theory of bounded rationality and PROMETHEE method is used to solve each structural problem. The PMFdifferentiates the role of the government and the technical team. The PMF was applied in the town of Santa Eufemia, Cordoba, Argentina to take three decisions: identify the best site for an industrial park, urban space, and locate the buffer zone . The results are promising. The proposal for the chosen urban space (PEU5) is significantly above the trend (PEU1); in social terms, it is home to 900 additionalpeople, in economic terms, it saves more than $90 million in investments in land and road infrastructure, and in environmental terms, it uses less rural land. However, PEU1 exceeds the PEU on the criterion that values the institutional political effort. In fact, PEU5 requires major changes in the behavior of local state, actors and community.
