La improbabilidad de la transformación social efectiva: una reflexión en torno a los déficits de política pública en Chile

2021
This essay offers a reflection on the main deficits associated with the design and implementation of public policies in Chile. In particular, it identifies three deficits at this level that are present in public policies in general: observation deficit, characterized by the tendency to omit consideration of the territorial contexts in which their actions are implemented; coordination deficit, expressed by the disjointed multiplication of intervention mechanisms in the same subject and/or territory; and, finally, supply complexity deficit, due to the inability to generate instances in accordance with the complexity of the phenomena addressed. These deficits are then illustrated by presenting some evidence of public policy in Chile. Based on this analysis, reflections for Social Work are put forward, discussing the importance of taking a critical stance on these deficits and addressing them by raising the reflexivity of public policy.
