[Problem] To provide an electric contact material in which diffusion of a conductive base material to the outermost layer is limited and elevation of contact resistance is inhibited even in high temperature use. [Solution] The present invention is: an electric contact material (10), which has a conductive base material (1) obtained from copper or a copper alloy, a first intermediate layer (2) provided on the conductive base material (1), a second intermediate layer (3) provided on the first intermediate layer (2), and an outermost layer provided on the second intermediate layer (3) and obtained from tin or a tin alloy, wherein the first intermediate layer (2) is configured from a single level of crystal grains extending from the conductive base material (1) to the second intermediate layer (3) and wherein, in the first intermediate layer (2), the density of grain boundaries (5b) extending in a direction such that the angle formed with respect to the interface between the conductive base material and the first intermediate layer is at least 45 degrees is 4 [mu]m/[mu]m2 or less; a manufacturing method therefor; and a terminal.
