The classification of IP indicators, based on the assessment of the potential for the creation and com - mercialization of innovations, as well as being on the assessment of patent and licensing activity was proposed. Basic indicators and patent-licensing-worker to monitor the effectiveness of the innovative development in the Republic of Belarus to the public sector and corporate levels were selected, justified and proposed.
