The present invention relates to a waste landfill facility and a method for installing a blocking-absorbing layer around a vertical facility pipe installed in a waste landfill facility and, more specifically, to a waste landfill facility having a blocking-absorbing layer capable of: blocking landfill gas discharged from the waste landfill facility to the air; and absorbing and removing bad smell and greenhouse gas contained in the landfill gas by an absorbing agent such as activated carbon and the like so that the bad smell and the greenhouse gas generated in the waste landfill facility can be reduced.
