Study on the neighborhood noise control of apartment houses in Sapporo

Abstract Neighborhood noise is a serious social problem in many countries. Neighborhood noise associated with an inhabitant's daily life is a difficult problem, not easily solved by administrative regulation. Recently, the Sapporo municipal office carried out a project on the neighborhood noise problem in apartment houses. The purpose of this project is the promotion of spontaneous noise control by the residents of these apartment houses. Sapporo municipal office took up several actions together with the resident's council. These include questionnaires to the residents, meetings with the residents, the issue of a newspaper and lectures. As a result, spontaneous social meetings of residents and circle activities were held. Finally, the resident's council formulated rules for neighborhood noise themselves. The direct effect of this project on the physical side of the neighborhood noise problem is not apparent at present, but spontaneous control of neighborhood noises by the community must have been established.
