The invention discloses an electric energy quality comprehensive treatment device with the power facility function and a method. The device comprises two power supply converting branch circuits which are used for converting a single-phase power supply into a three-phase power supply. Each power supply converting branch circuit is formed by cascading a connection reactor, a soft charging circuit and an AC-DC-AC conversion assembly. The AC-DC-AC conversion assembly comprises three energy conversion modules which are in cascading, and each energy conversion module is formed by cascading a plurality of power conversion sub-modules with direct-current links and direct-current voltage conversion links. The soft charging circuits are used for conducting soft charging on the direct current links and then conducting energy conversion, and switching on and switching off of all the power conversion sub-modules are controlled to regulate the power output and conduct harmonic compensation. The method is an implementation method based on the electric energy quality comprehensive treatment device. The electric energy quality comprehensive treatment device with the power facility function and the method have the advantages that installation is convenient, occupied area is small, energy consumption is low, the power facility function is achieved, single-phase power supply can be converted into three-phase power supply, and meanwhile a power supply system can be comprehensively treated.
