The present invention discloses a lithium ion battery non-aqueous electrolyte, wherein an electrolyte is added with lithium phosphate, or dilithium hydrogen phosphate, or an additive formed by combining lithium phosphate and dilithium hydrogen phosphate. The present invention further discloses a lithium ion battery, which comprises the lithium ion battery non-aqueous electrolyte. According to the invention, first-time charge-discharge efficiency is improved, flatulence is reduced, and cycle stability, common temperature storage property and high temperature storage property are improved.
