The invention discloses a resource allocation system and a method based on internet. The system comprises a user request agent module, a task pool and a task pool sound monitor, wherein the user request agent module is used for receiving an independent resource request of a user, generating a universally unique identifier (UUID) and task request according to the resource type of the independent resource request and writing the task request in own task pool of a corresponding type, the task pool is used for storing the task request of the user, the task pool sound monitor is used for monitoring the task pool, reading the task request in the task pool, performing an allocation action for the resource of the corresponding type and sending a result to the user request agent module, and a using result of the resource is returned to the user through the user request agent. By means of the resource allocation system and the method based on the internet, a 'virtual supermarket' user can independently, conveniently and rapidly use cross-domain resources in a platform, the user can have an ability of individual choice, and the bottleneck problem of traditional agent layers under the conditions of sufficient resources and high user concurrency can be solved.
