Now in agrarian manufacture there is no reserve of financial and material means, unlike the developed countries, the investment mechanism is not debugged, the industrial infrastructure is poorly developed. A greater degree of deterioration of the basic means of production, degradation and leaving from a turn of greater areas agricultural grounds. Secondly, incompleteness of legal aspects of activity. As a whole there is no strict system of the laws adjusting competitive struggle in the food markets. Thirdly, imperfection organizational administrative conditions. It is imperfect structure of an agricultural production, discrepancy of forms and methods of management to requirements of the market order, insufficient use in management of motivators, weak development of integration communications within the limits of agrobusiness. Fourthly, discrepancy of social factors-psychological of activity of agrarian sector to market economy. It is psychological and technical impreparation of the majority of peasants to independent activity in conditions of the market, absence of traditions of market ethics of behaviour, skills of competitive struggle.
