Water-soluble packaging film

The present invention provides a water-soluble packaging film which is capable of packaging an agent while maintaining adequate flexibility without changes in the appearance or offensive odors over a long period of time, which takes much less time to dissolve in water, and which is capable of providing superior water-solubility, visibility and chemical-resistance. The present invention is a water-soluble packaging film, comprising polyvinyl alcohol, a plasticizer and an alkali metal; wherein the plasticizer is included at 3-15 parts by weight with respect to 100 parts by weight of the polyvinyl alcohol, and the alkali metal is included at 0.3-5 weight% with respect to 100 weight% of the water-soluble packaging film.
