The invention discloses an emitting-color-adjustable white light emission film based on polyoxometallate and a preparation method of the film and belongs to the technical field of solid-state lighting. The preparation method comprises the steps of spin-coating a substrate with an emitting-color-adjustable white light emission fluorescent material based on polyoxometallate and drying to obtain a flat and uniform single-matrix monolayer film, wherein the emitting color and intensity of the film can be adjusted; the emitting-color-adjustable white light emission fluorescent material has the chemical formula being Na9EumTbnCe(1-m-n)W10O36.xH2O, where x is within the range of 0-32, m is greater than or equal to 0 and less than or equal to 1 and n is greater than or equal to 0 and less than or equal to 1. The film is flat and uniform and has low surface roughness, shortcomings of different demands on voltage, different rates of aging and complex preparation process of multilayer films are effectively avoided, and the film is a novel single-matrix monolayer LED material with adjustable emitting color and intensity and wide color range (full spectrum).
