PURPOSE: To provide a navigation module for processing characteristic data in which the best path for ensuring the safety of a vehicle can be exactly and easily obtained. CONSTITUTION: A navigation module 14 which uses a fuzzy logic used for a semi-automatic vehicle as a basic calculates safety for movement from a preliminarily decided local area to an adjacent local area for calculating a safe path on which the vehicle can reach an initial destination. Image identifying software 12 supplies an input affecting the safe movement of the vehicle to a system in the form of the value of a language variable to each local area. A fuzzy estimation process calculates the intermediate and final values of the safety affected not only by the local state but also by the close state by using the hierarchical rule base structure of 5 levels for obtaining the minimum room to the vehicle.
