Community-based is the new darling in the vast repertoire of development initiatives around our globalised world, and this discursive set of concepts and tools has swept away almost every developmental lanscapes, including the field of disasters with it’s so-called disaster risk-reduction (DRR) frameworks. Indonesia, as one of the most potentially impacted countries in natural (and man-made) disaster, is embracing this new initiatives, not only jurisdically through the ratification of global agenda on disaster risk management, but also went as far as practicising it nationally with scalling up programs such as Disaster-Resilient Village (DTB) and Disaster-Aware Village (KSB). This paper, using case study on KSB, argues that this policy initiative is part of a broader paradigm shift in development from state-led to market-led that is taking shape in post-Authoritarian Indonesia.
