The present invention relates to emulsified asphalt cold regenerated catalyst and method for preparing aqueous epoxy composite. Which is calculated by parts by mass, 100 parts of asphalt emulsion comprising 10 to 20 parts and an aqueous epoxy compound; the aqueous epoxy compound comprising A and B components; said A further component parts by mass , comprising 100 parts of an aqueous emulsion of ethylene, 10 to 25 parts of blocked polyurethane, 0.5 to 2 parts of an associative thickener, 0.5 to 2 parts of a coupling agent; by mass of the B component further meter parts, 100 parts of an amine comprising a waterborne epoxy curing agent and 10 to 20 parts accelerator. Compared with the prior art, the emulsified asphalt cooled regenerated catalyst of the present invention is an aqueous epoxy composite was homogeneous system, while improving the strength, excellent low temperature flexibility and high temperature stability, good water stability , good wear resistance, high early strength, the mixture with excellent performance, the top layer can be applied directly to the road surface.
