The invention relates to a returnable fully-compliant spanner used for narrow operation space and a method. The fully-compliant spanner comprises a handle and a spanner head which are connected integrally, the spanner head is divided into two parts by an opening and a flexible hinge, one part is the major arc part of the spanner head, and the other part is the minor arc part of the spanner.
