Thinking the human informal settlements, leads to the appreciation of the potentialities of the inhabitants from the point of view of the economical component, which shows the uneven distribution of resources and the social component, this depicts the human face that shows individual and collective needs. The value of participation lies on the possibility given to the inhabitants of the place to make it more dynamic, to manage it, and to make it their own. It also allows them to be noticed by the State itself and the society as well. This is a challenge for the State policies and the Social Sciences as facilitators of the participative local planning in the dialogue among State – Civil Society – Institutions, which is based on the Integral Human Development Approach.
