La eficacia y eficiencia de la implementación de Juzgados de Flagrancia en el Distrito Judicial de La Libertad en la administración de justicia penal

This research has the general objective to determine the effectiveness and efficiency of the immediate process of Flagrancy criminal courts in the Judicial District of La Libertad in the administration of criminal justice. The collection of data as to what we say we use theoretical dogmatic technique signing for doctrinaire concerning the method and information, and the legal hermeneutical method with regard to the normative study; regarding the collection of field data we use the inductive and deductive method, the techniques of social and non-participant observation as an instrument of data collection questionnaire experts. As for the most important results we have obtained in our implementation stage it is that there is a high acceptance rate of compliance with the principles of procedural speed, the immediacy, the contradiction, procedural defense, reasonableness and proportionality; also they have met the deadlines in the immediate process of criminal redhanded, there is minimal impact of cars and contested judgments, evidenced a decrease in caseload who hold the courts of preliminary investigation and there is a high percentage of implementation of the Protocols mechanisms of Criminal Negotiation and Conflict.
