Legislative Perplexity of China's NGOs and Reform

NGOs are increasingly becoming an important social force in China,to which the key problem is whether a perfect legal environment can be provided for their successful development.In this respect China's NGOs are trapped into a legal perplexity at present,i.e.,they are embarrassed by the ambiguity between "there are laws to go by" and "no law to go by" and between "legal" and "illegal".The ambiguity becomes a bottleneck to restrict the growth of NGOs.However,in some countries the NGOs developed well because of an effective legal system which provides a good legal environment for NGOs.So,for the fruitful development of China's NGOs,the basic philosophy in legislation should be reformed from "control" to "foster" so as to perfect the legal system,including the modification of irrational legal provisions in existing laws.
