The invention discloses a parallel composite system and device improving water heat supplying of vacuum and condensation water. A turbine low-pressure cylinder is included and is connected with a jetting type condenser, a steam exhaust pipeline is arranged on the turbine low-pressure cylinder and connected with an air cooling condenser, a steam distribution pipeline of the steam exhaust pipeline and the air cooling condenser is internally provided with a cooling mixing device, the air cooling condenser is connected with a condensation water tank and a gas extraction device, the condensation water tank is connected with a circulation condensation water collecting tank, and the circulation condensation water collecting tank is connected with the gas extraction device. The gas extraction device is connected with an electric driving compression refrigerating system which is connected with the circulation condensation water collecting tank, the electric driving compression refrigerating system is connected with the cooling mixing device, the electric driving compression refrigerating system and a dry type air cooler system are annularly connected with a photovoltaic auxiliary power combined power supply device, and meanwhile the dry type air cooler system is connected with a pipeline between the electric driving compression refrigerating system and the circulation condensation water collecting tank.
