The invention discloses an artificial ocean upwelling device, which mainly comprises a floating ball, connecting components, cable ropes, guide plates and a hydroflap. Each connecting component comprises three lantern rings and a rotating shaft; two ends of the upright rotating shaft are connected with the two lantern rings respectively; through holes are formed on walls of the two lantern rings; the two ends of the rotating shaft penetrate into the two lantern rings through the through holes and are provided with bumps, and the another lantern ring is sleeved on a group of the lantern rings; the cable rope is arranged between the adjacent connecting components; each cable rope is provided with a guide plate which is perpendicular to sea level; and the connecting component at the upper end is connected with the floating ball, and the connecting component at the lower end is fixed at the bottom of the sea. Compared with the prior art, the artificial ocean upwelling device has the advantages of good ocean upwelling effect, small investment, easy construction, convenient popularization, easy adjustment and the like.
