The present disclosure pertains to a remote operation device, a remote operation method, a remote operation system, and a program, with which remote operations can be achieved with intuitive actions using only the eyes and hands. Multiple imaging units capture images of the user's eyes and hands, and a space in which a device being operated exists. The positions of the user's eyes and hands and the device being operated are identified on the basis of the captured images, and the user's line of sight is identified from the positional relationship between the user's eyes and the device being operated. An action performed by the user while a hand is maintained in a position on the straight line comprising the line of sight is considered to be an operating instruction for the device being operated, and the operating instruction is transmitted to the device being operated, causing the device to operate. The present disclosure can be applied to remote operation devices.
