The article considers the legislative documents of ukraine and foreign countries regarding aircraft ground handling (hereafter - agh). These organizational measures can be used to minimize the lack of transport aircraft during the transportation of large-scale and oversized cargo. The authors of the article present data on incidents related to ground handling of aircraft and indicate the causes of events during the agh. The diagram of the location of special ground handling vehicles is provided, including their approach and departure from an aircraft to illustrate the complexity of aircraft maintenance. Attention is given to the training standards of aircraft maintenance specialists in ukraine and foreign countries. The authors give an example of military-professional competencies of the specialist in technologies and technological equipment of airports. Accordingly, it follows that it is impossible to identify the specific job responsibilities which should be performed by a specialist who has acquired the appropriate level of education. However, other studies have shown that educational programs planning, defining the training purpose and effectiveness of training levels determination is the basis for the organization of agh personnel training. The article highlights the foreign experience, including the system link between the standards, instructions, directives in the us air force regarding aircraft maintenance and training of specialists to perform these activities. The paper describes the main ways of the ukrainian government to reform ground handling (in civil aviation). In particular, it analyzed the current state of ground support of aviation aircraft of the armed forces of ukraine. Due consideration is given to the organizational difficulties associated with the organization of agh in the transition to new standards. the experience and problems in the organization of aerodrome technical support during the special exercises of the collective security treaty organization (csto) are described. The main tasks are given to eliminate the problems of standardization of the agh in terms of kollaboration with nato and the process of international integration based on the results of the analysis. The use of system analysis and modeling methods to substantiate specific measures to improve ground handling processes is proposed.
