Systems analysis of the organization of the preparatory period for the construction of hydroelectric stations

The mutlifactor model developed for the organization process of the preparatory period makes it possible to: predict quantitatively and with a sufficient degree of accuracy, the results when any measures designed to increase the efficiency of the preparatory period are introduced into production; analyze the level of preparatory period organization as a function of the variation in the magnitude of any of these factors; establish the optimum parameters of the individual technical or organizational factors, proceeding from specific conditions and real construction possibilities. 2. The following are basic trends that tend to increase the efficiency of the preparatory period: a) further development of specialization in water-power construction by creating new specialized organizations; b) reduction in the area of the construction site and expansion of the intrasite roads and engineering systems by introducing more compact groupings, and by improving designs of the roads and systems; c) a further increase in labor productivity; and, d) reducing the capacity of the basic branch establishments. 3. A reduction in the volume of work and in the construction costs of structures built in the preparatory period and an increase in labor productivity make it possible to shorten the preparatory period significantly.
