Improvement in the Utilization of Land

The further development of the nation's economy and especially its agroindustrial sector presupposes the effective use of land as the territorial base for the siting of facilities in various branches of the national economy and as the principal means of production of food and agricultural raw materials for industry. The organization of the rational use of land at all natural, administrative, and territorial levels is one of the chief prerequisites for the successful implementation of the USSR Food Program. "The rural work force must be instilled with a greater feeling of proprietorship toward the land," Iu. V. Andropov stated at an April 18, 1983, meeting of the CPSU Central Committee.
