Nonscaling and phase dispersion relations

It is shown that phase dispersion relations and certain general assumptions imply both logarithmic andO(1/q2) departures from Bjorken scaling in deep inelastic scattering, in analogy with QCD. Implications on the Harari counterargument on the moment test for the structure functions are discussed.
