Implementation of Antimonopoly Law in the Public Service Industry

Even the entry authorization still be kept in the public utility operation,it could not be concluded that the public utility should be exempt from the Antimonopoly Law.Abuse of monopolistic position,cartels and conspiring agreements should be the targets of the Antimonopoly Law.This paper also intents to clarify the issues of scope of application,and relation between Antimonopoly Authorization and the related industrial regulators.
