Оценка эффективности системы здравоохранения субъектов Российской Федерации

In this paper the authors present the original approach to the efficiency estimation of health system in federal subjects of the Russian Federation. In its basis there are mortality rates excluding the external reasons and also newly diagnosed emergence disease. The assessment is made by summing up rated indicators growth rate of mortality excluding the external reasons and its absolute level. The level of growth was counted as the average ratio of the absolute level of mortality by years for 2005-2010 to 1990. The same count is made for the indicator of emergency disease newly diagnosed. The authors also present calculations of decrease in mortality excluding the external reasons and optimization of newly diagnosed emergence disease by operating volumes of medical care and its financing.
