Hands up anyone who can say whether Level 1 is a grade or a stage. If you do not know, you are not alone: uncertainty about the answer is widespread and has led to much agonising in special education about whether the least able children will be ‘working towards Level 1’, languishing at Level 0 or will not yet be on the National Curriculum at all.
