The Theory and Practice of State Civic Administration of Education

Starting in 2001, the Russian Ministry of Education, jointly with the International Association to Assist School Councils and the Institute of Educational Administration of the Russian Academy of Education, undertook an experimental project for the development of the state civic administration of education [SCAE]. With the consent of the Department of Education of the Administration of Tver' Oblast, the system of general education in that territory served as the experimental site.
