LOCAL AND REGIONAL TRANSPORTATION EFFORTS AND PROGRAMS TO SUPPORT SMART GROWTH

This paper describes selected smart growth goals and objectives. The programs and tools that have been put into practice to support or encourage smart growth at local and regional levels are also discussed. Based on case studies and the results of a survey of state and local agencies, the paper presents the experiences and lessons learned from several smart growth programs. Smart growth goals and objectives range from the quantifiable "conservation of open space," to the less easily verifiable "improved quality of life." The transportation-related smart growth objectives presented here include reduced traffic congestion, better non-vehicular mobility, more compact and transit-friendly development to reduce private vehicle trips, and more efficient use of infrastructure. Local and regional smart growth efforts include policies that support smart growth through technical assistance, grants, modified design standards, and funding prioritization. Local and statewide smart growth experiences from transportation agencies across the country are also presented in this paper. This information can help transportation and other planning professionals develop strategies to successfully implement their own smart growth programs.
