Youth 2000 is a national campaign co-sponsored by the US Department of Health and Human Services and the Department of Labor to develop policies and programs for high-risk youth. It sponsored a conference of professionals serving youth in Region II of the Department of Health and Human Services to examine the problems (school dropout rate and illiteracy substance abuse violence and teenage pregnancy) and make policy recommendations. General recommendations included emphasizing prevention programs improving educational systems providing school-based health clinics and Acquired Immunodeficiency Syndrome (AIDS) prevention education involving business and industry and promoting family participation. Specific recommendations included strengthening leadership at state and local levels increasing funding for community-based comprehensive multi-purpose programs improving youth advocacy by professionals in the schools and the community using mass media for community outreach and public education and fostering comprehensive national policy development. This report summarizes the 14 papers presented at the conference and lists the speakers planning committee members and conference participants.
