Investigation of systematic errors and means of reducing them in measuring radar characteristics

This report is concerned with a systematic error in measuring radar characteristics, due to the inadequacy of the free space measuring condition. In particular, we consider the effect of the underlying surface on effective scattering area (ESA) measurements, for the conditions of an open polygon. A method is proposed for reducing this influence.
