Determination of infiltration-rates from surface-runoff

Infiltration-rates in this paper refer to full-soil capacity-rates. They occur only during rain-intensities which produce surface-runoff. Infiltration-rates cannot be determined by subtracting runoff from rainfall. When the storage-equation is applied, at any time during the progress of effective rain, we have two unknown quantities. One is a part of outflow, represented by infiltration, the other is storage, represented by surface-detention or the volume of water upon the ground-surface at a given time.
