The Defense Resource Allocation Process.

Abstract : Above all, this book is about DECISION MAKING. In particular, it attempts to describe the formalized process by which we in the United States make and implement decisions about resources for our national security. The purpose of this 'defense resource allocation' process is to most efficiently buy, operate, and support effective military forces to protect our national security interests.
