Claim uncertainty, wastage and egalitarian division

Claim uncertainty incurs wastage in the pre-committed division, typically when the allocated amount turns out to exceed the realized demand. This paper studies the distributive justice in the uncertain context. We propose a set of fairness axioms including no justified objection, claim monotonicity, certainty independence and continuity. Together with two other standard axioms, they characterize a class of rules which equalize among agents an index which aggregates resource expenses and waste losses. We also characterize some subclasses of the rules with specific indices.
