A height controlling device makes a height control shaft control the height of a free movement guide rail. A free movement device moves freely according to a moving direction of the cable by installing a supporting plate in the free movement guide rail connected to a guide shaft of the height control device. Cable supplying rollers are installed in the front and rear sides of a caterpillar. A rotation moving device rotates and moves a rotation shaft by supporting the rotation shaft connected to an upper frame in one part of the frame by a connection stand.
