Brief analysis of Public Management and governance of the Municipality of Rionegro, Santander, Colombia

In the administration of public institutions, they are increasingly oriented towards maximizing resources, which are usually scarce, with respect to the social, environmental, infrastructure needs and problems inside a community. This is a coherent timely solution that must be sought; taking into account their customs, realities, ethos and equity. It improves the quality of life of the citizens, and generates productivity and competitiveness of organizations within the state, through Strategic Planning The Colombian National Constitution of 1991, especially articles 339, 342, and also the Law 152 of 1994, guides public institutions in the use of the tools of Strategic Planning, through the elaboration of Development Plans. The SWOT Matrix (from the initials of Strengths, Opportunities, Weaknesses and Threats) is of great help in the elaboration of the diagnosis of the current institutional situation, in the creation of efficient strategies and in the construction of management indicators. It applies to the Territorial Development Plan (PDT) of the municipality of Rionegro (Santander).
