Projects PPP successfully develop in Russia since 2001. From now an experience of their practical application has begun. Now the public-private partnership is the major condition of normal development and market economy functioning that proves to be true experience both developed, and the developing countries actively using mechanisms PPP. Potential of its use for social and economic development is very high. In Russia projects PPP "have acquired" with additional functions, and frequently for their classification the term "quasi-PPP" is used. In article attempt to spend an estimation of developed projects PPP is carried out, to give them the characteristic and to find out what of them possess signs "quasi-PPP". The carried out analysis has shown, that, despite their "immaturity", they can be recognized by "locomotives" in realization of socially significant projects in the conditions of dependence on the central financing and the closed character of the regional power which are shown in some regions.
