NASA scatterometer on NROSS: A system for global observations of oceanic winds

A scatterometer to be flown on the Navy Remote Ocean Sensing System, to provide wind data, and an associated research mode data processing system are described. The scatterometer is heavily based on the Seasat scatterometer.
