Assessment of Environmental Management in the Region on the Basis of Fuzzy-Plural Analysis of Statistical Data

The method of assessment of the degree of economic activity in the region the basic principles of environmental management. The assessment of the region is formed on the basis of fuzzy-multiple aggregation of the corresponding estimates of its municipalities – large cities and districts. The technique is based on the use of standard fuzzy five-level [0,1] classifiers. As a statistical material, standard data on the state and protection of the environment in the municipalities of the Rostov region for five years – 2012–2016 were used. The proposed methodology includes the following stages: (1) the formation of five assessments for each municipality: “assessment of the dynamics of polluting emissions into the air”; “assessment of the dynamics of the load on the water system”; “the degree of clutter of the territory”; “the share of protected natural areas”; “the level of financing environmental measures”; (2) aggregation of the received estimates into the final assessment of the municipality: “assessment of compliance of environmental principles”; (3) ranking of municipalities in accordance with the received assessments; (4) aggregation of assessments of municipalities into a comprehensive assessment of the region, which allows to judge the level of compliance of economic activities in the region with the basic principles of environmental management.
