DISPOSITIVOS PSICOSOCIALES SUSTITUTIVOS A LA LóGICA TUTELAR EN EL ABORDAJE DE CONSUMOS PROBLEMáTICOS DE DROGAS. CLAVES E INTERROGANTES

Los problemas asociados al consumo problematico de drogas se intensifican en territorios de vulnerabilidad psicosocial al multiplicarse los obstaculos materiales y simbolicos para el acceso y cuidado de la salud. Se analizan tres casos de dispositivos enfatizando: la especificidad del abordaje del consumo problematico de drogas, los desafios y obstaculos para la plena implementacion de la Ley Nacional de Salud Mental, los conflictos que surgen de la tension entre paradigmas tutelares y de Derechos Humanos, las condiciones para los procesos de exigibilidad de derechos y construccion de autonomia y cuidado, y las particularidades de estas cuestiones cuando se cruzan con los problemas de la infancia y del genero. La plena implementacion de la Ley Nacional de Salud Mental No 26.657 involucra una profunda transformacion en el campo de la respuesta asistencial a los problemas vinculados al uso de drogas, que no es meramente enunciativa, sino que exige la transformacion y creacion de dispositivos sustitutivos a la logica manicomial. We analyze three devices as cases showing: the specificity of the approach to the problem drug, challenges and obstacles to the full implementation of the National Mental Health Act, the conflicts arising from the tension between tutelary paradigms and human rights, conditions for the processes of claiming rights and building autonomy and care, and the particularities of these issues when crossed with the problems of children and gender. The full implementation of the National Mental Health Law involves a profound transformation in the field of health care response to problems related to drug use, which is not merely illustrative, but requires the transformation and creation of replacement devices to logic asylums.
