The invention discloses a label generating method which is characterized in that a two-dimensional code generating process of a two-dimensional code generator includes the following steps of obtaining service data needing to be carried by a two-dimensional code label, determining the size of a service data region according to the service data, determining the transverse length of a transverse control data region and the longitudinal length of a longitudinal control data region according to the size of the service data region, encoding the service data needing to be carried to generate an image in the size matched with the display size of the service data region and store the image in a buffering mode, obtaining control data, needing to be carried in the transverse control data region or the longitudinal control data region, of signature information or authorization information or secret key information or coordinate information, encoding the control data needing to be carried in the transverse control data region or the longitudinal control data region to generate a display image in the size matched with the size of the transverse control data region and the longitudinal control data region and store the image in a buffering mode, and filling the service data region, the transverse control data region and the longitudinal control data region with the service data image and the control data image which are encoded and stored in a buffering mode to be combined into a whole two-dimensional label to be displayed or printed.
