The invention discloses a cigarette filter containing plant seeds and a preparing method thereof. The cigarette filter contains particles and/or capsules containing plant seeds. The preparing method comprises the steps of mixing a water-soluble adhesive, natural plant materials, the plant seeds and water for granulation, or mixing the water-soluble adhesive, the natural plant materials and water to make capsules, and placing the plant seeds in the capsules; directly adding the prepared particles and/or capsules containing the plant seeds to a filter base material during filter forming, so that the cigarette filter containing the plant seeds is obtained. Germination and growth of the plant seeds are fully utilized to promote cigarette end decomposition, so that the problem that the environment is polluted by cigarette ends can be effectively solved, and the environment is protected; furthermore, the preparing method is easy to operate, low in cost and capable of facilitating industrial production.
